DENNIS L. RUBIN has been named city manager and public safety director for the city of Dothan, Alabama. Since 2001, Rubin has served as chief of Norfolk (VA) Fire and Paramedical Services. He was chief of the Dothan (AL) Fire Department from 1996 to 2001.

THERA BRADSHAW will develop and lead the Communications Bureau for the City of Los Angeles. She resigned as the executive director for the San Francisco Emergency Communications Department and becomes president of the Association of Public-Safety Communications Officials, International (APCO) at its annual meeting in August. As executive director of the San Francisco Emergency Communications Department, Bradshaw was responsible for building a new city department, which consolidated all emergency communications, and implementing $167 million of capital improvement, including wireless 9-1-1.

Assistant Chief Paramedic DONALD W. WALSH, Ph.D., EMT-P, of the Chicago (IL) Fire Department, received the 2002 James O. Page Award from the Emergency Medical Services (EMS) section of the International Association of Fire Chiefs (IAFC). Walsh received the award because of his dedication to fire-based EMS in the United States and around the world.
