Public Input Day – National EMS Scope of Practice Model

The National EMS Scope of Practice Model Task Force and the National EMS Scope of Practice National Review Team invite EMS professionals to share ideas and input about the National EMS Scope of Practice Model, version 2.0. This is an opportunity for the groups that have created the Scope of Practice Model (SOPM) to hear directly from additional members of the EMS community.

The Task Force and the National Review Team would like to hear from all levels of EMS providers, EMS educators, EMS Chiefs, managers, and officers, medical directors, hospital leaders, elected officials, and others who wish to share their opinions or observations. Presenters are invited to share either the positions of their organizations they represent or simply give their own personal thoughts and ideas.

The Public Input Day will be held on Monday, June 13, 2005, in conjunction with a meeting of the National EMS Scope of Practice Model Task Force and the National Review Team. Presenters will have up to 10 minutes to make their statements to the larger group and all presenters are welcome to join us for the entire day if they wish to do so. Presenters are responsible for their own travel and associated costs.

In an effort to allow the maximum number or presenters to participate, we ask that you pre-register using the attached form. Please submit forms no later than June 6, 2005. The administrative team of the Scope of Practice Model Task Force reserves the right to select or reject presenters based on demographic considerations. While it wants to make the opportunity for input as open as possible, we also need to assure that there is an opportunity for the widest possible representation of EMS interests. Whether selected to make a presentation or not, please submit remarks to the group in writing at the meeting. If possible, bring at least 40 copies of the written comments.

The job of the Task Force and National Review Team is to refine Draft 2.0 of the SOPM and create a document that will best serve the public and EMS community. It is essential that all presenters read Draft 2.0 before preparing your comments. Presenters are free to discuss the document in broad terms or to focus on specific sections. While presenting, please keep the following in mind:

  • How will the Task Force and National Review Team use your comments to improve Draft 2.0? Being as specific as possible is very helpful. Are comments relevant primarily to a specific organization or local community, or do they reflect a wider interest? All perspectives are important, but it will be useful to state what perspective a speaker intends to represent. Is there any data to support the comments? If so, please provide it. Are there questions or issues that the SOPM should address that it does not?
  • The audience: The Task Force is composed of persons who were appointed by one of the national EMS organizations and assisted in the creation of Drafts 1.0 and 2.0. The National Review Team consists of persons representing the official positions of their respective national EMS organizations in the ongoing refinement of the SOPM. National Review Team members have not been involved in the detailed work of creating the SOPM. There will be about 35 people in an official capacity at the meeting to listen to the presentations. In addition to these groups, any other members of the EMS community are welcome to attend Public Input Day and listen to the presentations as well.
  • Other options to present: Public comments on Draft 2.0 are being received through June 1, 2005. Specific instructions are included in the introduction to the Draft 2.0 document available at http://www.emsscopeofpractice.org/. If a speaker wishes to make a presentation on June 13, at Public Input Day, but is unable to attend in person, the speaker indicate that he/she wishes to submit comments by VHS tape or a standard DVD disc for televised playback for the group.
