KENNETH RAY JIREL has been appointed chief of the Rock Hill (SC) Fire Department. A firefighter with the Columbia (SC) Fire Department since 1970, Jirel became shift commander in 1991, overseeing 95 career personnel and 240 volunteer firefighters, and became assistant chief in 1994.
